HPCL's Project Swavlamban

A CSR Initiative of HPCL, project Swavlamban aims towards measurable outcomes for society in the long run. Initiated to make the marginalized employable and capable of being self-employed, HPCL provides the funding as well as employment opportunities to those trained within the company or at its outlets under the project.

The skilling programme is conducted at internationally benchmarked standards of City & Guilds CII's implementation partner of the Skills Development Initiative. Successful candidates are awarded a Career Smart Card through joint certification by CII, City & Guilds and HPCL.

Skills covered under the project

  • Plumbing
  • Two Wheeler Repair and Maintenance,
  • Retail, including Food Retail Services,
  • Electrical Installation,
  • BPO / Call Centre agents

Apart from technical course delivery, training on soft skills, health & safety is highly stressed upon.

Implementation methodology

  • Identify locations for organizing training
  • candidates selection
  • Identify employment opportunity/ self employment in nearby locations
  • Conduct tests for Quality Training
  • Issue of certification/card with name of HPCL on it.
  • Conduct impact assessment.

Roles & Responsibilities

CII:
  • Ensure that training and certification is provided to the candidates in trades that enhance employability.
  • To ensure quality assurance of training delivery, assessment and certification
  • To explore ways in which subsequent employment for successful candidates can be facilitated

HPCL:
  • Provide Funding (i.eapprox Rs6000 per candidate)
  • Facilitate forward & backward linkages through its dealer network and offices for generation of communication to potential candidates,provision of space, etc.
  • Provide employment opportunities to the trained candidates within their areas of operation.

City & Guilds:

  • Ensure proper implementation of the project.
  • Organize proper training: The average duration of training is 200 hrs. This would be contingent upon the skill trade being chosen and average uptake of the enrolled candidates in the local areas.

Project Status

  • Total of 2000 school dropouts to be put through skills training within 2 years.
    • 1100 in 2006
    • 900 in 2007
  • The first phase, with 250 candidates of the project completed in Gurgaon, Rae Bareli and Dehradun.
  • The phase 2 has been launched in Bhatinda, Vizag and Mumbai for training 850 candidates.
