Independent Assessment
A very crucial element of the CII Skills Initiative, it brings credibility & accountability to the entire training process. Independent Assessment signifies that the training provider shall not be the assessor & the post-training assessment & evaluation shall be done by a professional & Independent body. Pre-determined & globally benchmarked standards for both trainees and evaluators to assess competency are a crucial component of the initiative.

Quality & Competitiveness
A credible evaluation system ensures that the Quality aspect is well taken care of. The quality component is introduced through ensuring competency based output. The candidates are in no circumstances provided smart card certification if they do not meet the standards set for evaluation. While this minimizes proxy’s it increases credibility & acceptability of the certification – directly influencing the policy.

Employability
Training provided is based on the Local Needs – needs of the target group, community and the market. The selection of trades Is done after thorough evaluation of local employment situation with particular emphasis on the post-training employment opportunities. This orientation ensures candidates reaping benefits & encouraging entrepreneurship. The training can thus be translated into work at the local level itself, thus ensuring acceptability of the Initiative within the community.

Global Benchmarking
Besides addressing the local requirements, the Skills initiative aims to provide the beneficiaries a global outreach. With the developed world ageing rapidly & needing skilled manpower, the young population in the working age group is the biggest asset for our country. To tap this opportunity & to capacitate the unemployed youth to fill in this western vacuum, benchmarking of skills delivery becomes important. This not only opens vistas for those trained to be part of the international workforce, it also enhances the per capita productivity of the human resources, thus pulling recruiters & business houses to establish base in India .

Enabling Progression
Since the training provided is very out-put oriented & aims to promote both vertical & horizontal movement, the trainee gets ample opportunity to grow & upgrade his/her skills. The purpose of such an arrangement is to avoid professional stagnation & enhance the individual’s growth. Movement for the trainee is possible both within the trade, i.e. from basic to advanced levels and inter-trade, i.e. after mastering a skill the trainee can move ahead to other skills & is competent for multi- tasking.

License to Practice
A vision to be achieved through the Skills Development Initiative, this is a very futuristic plan wherein the all those trained under the Initiative shall be provided Smart Card Certification i.e. a License to Practice - A proof of the individual’s skills & abilities. This would ensure quicker & better job opportunities.
